So teachers were told to make decisions about whether or not to return by November 15, but the couldn’t decide on a raise before that date? Wouldn’t the goal of giving a raise be to increase retention? Wouldn’t the key to achieving that goal with a raise be to decide on and announce the raise a few weeks before recruiting begins?
